SINGAPORE (EDGEPROP) - Kopar at Newton by CEL Development is one of the best-selling projects in the Central Core Region (CCR) this year. The District 9 development, comprising 378 units across two 23-storey towers, is 45% sold to date, at prices between $2,083 psf and $2,590 psf. The property is expected to achieve TOP in 2023.
The 99-year leasehold condominium, which derived its name and design inspiration from the element copper, won the Marketing Excellence and Top Development Awards at EdgeProp Excellence Awards. Michael Ng, executive director of CEL Development, says: “Copper tones are reflected in the design, detailing as well as marketing collaterals, both physical and digital.” The appointed architect is award-winning ADDP Architects.
Ng adds: “We conceptualised it as ‘A mirror to the city’, because it is close to the Central Business District and Orchard Belt, yet enjoys the prestige and residential nature of Scotts Road, Newton and Bukit Timah in District 9, as well as good schools and amenities with the famous Newton Food Centre less than 100m away.”

Kopar is a five-minute walk to Newton MRT Interchange Station, which is just five MRT stops to the CBD, and one stop to Orchard Road. It is also close to recreational spots such as Botanic Gardens. Schools in the vicinity include ACS (Barker Road), ACS Junior and SJI Junior.
CEL has designed luxurious facilities in the development, including a 38m-long clubhouse named Stella. With a gourmet dining area, lounge and alfresco dining area, Stella will have a statement chandelier hanging overhead, made out of 8,000 teardrop-shaped glass and copper beads.
The chandelier is currently displayed at Kopar’s sales gallery. “We wanted the sales gallery and showflats to represent the look and feel of the actual development, and in particular, the clubhouse. As a result, the spaces resemble a private lounge more than a sales gallery,” says Ng.

Other facilities include a gym, 50m lap pool, hydrotherapy pool, hot spa pool, cold spa pool, and microbubble spa. There is also a private massage room and nail salon for residents to call in private masseuses or manicurists.
In addition to these wellness facilities, there will be a concierge service, which can help with taxi booking, serving beverages, and offering towels at the pool and gym. CEL will provide this service for the first year after completion, until the management corporation strata title is formed.
Inside the units, high-quality fittings and appliances will be provided, such as SMEG kitchen appliances, Toto sanitary fittings in the bathroom, and Electrolux laundry appliances. The bedrooms will have engineered timber flooring, while the four-bedroom, five-bedroom and penthouse units will have marble flooring in the common areas and toilets.

Units at Kopar include 517 sq ft one-bedders; two-bedroom units from 614 to 689 sq ft; three-bedroom units from 915 to 1,098 sq ft; four-bedroom units from 1,518 to 1,604 sq ft; and five-bedroom apartments at 1,819 sq ft. There are eight penthouses in the development, ranging from three- to five-bedroom and from 1,991 sq ft to 3,305 sq ft in size. Four- and five-bedroom units in the developments will have private lift access. Additionally, on the ground floor, four units will enjoy direct access to a private pool.

In an interview with EdgeProp Singapore earlier this year, group CEO Raymond Chia said that even though the plot ratio and maximum gross floor area allows for a 438-unit condominium, CEL has decided to build 378 units, to accommodate bigger average sizes that can suit families with school-going children.
The development began appointment-only private previews at the sales gallery from March 25. On April 4, the first day of sales and a few days before the “circuit breaker” was implemented, the developer sold 77 units at an average price of $2,350 psf. The sales gallery only reopened in the second half of June, following the announcement of Phase Two reopening measures.

To adapt to the new normal, Ng says: “We amped up on our digital outreach, making sure the design and lifestyle elements of Kopar were communicated in our digital marketing collaterals. Agents were able to use our content to sell virtually and there were many deals closed by clients who had not visited the sales gallery. Others were brought through a virtual tour of the development before they confirmed their purchase at the sales gallery.
“We think that Kopar’s attractive value proposition is appreciated by buyers, based on the strong take-up rate despite the onset of the pandemic and restrictions imposed on viewing,” says Ng.
