On Feb 6, HDB announced that it is launching 4,381 flats for sale under the February 2018 Build-to-Order (BTO) and Re-Offer of Balance Flats (ROF) exercise.
The 3,664 BTO flats are spread across five projects in the non-mature towns of Choa Chu Kang and Woodlands, as well as the mature towns of Geylang and Tampines. The most popular estates are expected to be Choa Chu Kang and Geylang, says Eugene Lim, key executive officer at ERA Realty.
According to HDB, with grants, buyers of two-room Flexi, three-room, four-room and five-room flats could pay as little as $4,000, $65,000, $165,000 and $274,000 respectively.

Located at Jalan Teck Whye in Choa Chu Kang, the 574-unit Teck Whye View will comprise three residential blocks with two-room Flexi, three-room and four-room flats. That is located within walking distance of amenities such as Bukit Panjang MRT station and Hillion Mall.
Prices for the flats at Teck Whye View start from $9,000 including grants, for a two-room Flexi flat. “The combination of affordability and convenience will be the main draw of these flats”, comments ERA’s Chan.
Meanwhile, the Geylang development, named Ubi Grove, is located at the junction of Ubi Avenue 2 and Ubi Road 3, near the Ubi MRT station on the Downtown Line. ERA’s Chan notes that majority of the 1,193 units at the 12-block project are four-room flats priced from $424,000 including grants. The project will also comprise two-room Flexi and three-room flats.
“While the relatively higher price of the Geylang flats may discourage some potential applicants, the location is attractive. Hence, we still expect it to be a popular option,” comments Chan.
Tampines will have two new projects. Located at Tampines North, the 726-unit Tampines GreenDew will comprise four residential blocks with three-, four- and five-room flats. The adjacent 542-unit Tampines GreenFoilage will comprise four- and five-room flats across four residential blocks.

At Woodlands is the 629-unit Woodlands Glade, which sits at the junction of Woodlands Avenue 9 and Gambas Avenue. The project comprises two-room Flexi, three-, four- and five-room flats occupying four residential blocks.
Concurrently, HDB will offer 717 unselected flats from the May 2017 Sale of Balance Flats (SBF) and August 2018 Re-Offer of Balance Flats (ROF) exercises. These are located across 25 towns, according to Ismail Gafoor, CEO of PropNex Realty. According to HDB, about 80% of these flats are already completed.
Prices for the flats offered in the ROF exercise range between $94,000 for a three-room flat in a non-mature town, including grants, and $585,000 for an executive flat in a mature town, excluding grants.
PropNex’s Gafoor expects strong demand for the ROF flats, as they are priced “about 20% to 30% below resale flats in the same areas”, he says.
Applications for the BTO and ROF flats are open till February 12.
For the May 2018 BTO exercise, HDB will offer about 3,900 flats in Sengkang, Tampines, Toa Payoh and Yishun. A SBF exercise will also be held then.
